Very common problem. To test the unit for proper electrical characteristics;
put you multimeter on ohms scale. Place your meter test leads across the two
sending unit terminals, which you have disconnected by now from the boat,
right? As you move the float arm back and forth the meter should vary from ~
33 to ~ 240 ohms.
But you need a new sender anyway because once the float leaks, it's time for a
new sending unit.
