Bill,
I took apart my parts upper unit, and those are two seals back to back that you've circled. I hope that answers your question. It does look like you've got some wear on your swivel, maybe mine is in better shape, I'll have to look. I'm parting out this upper unit due to excessive damage from no oil in the housing. Ouch!

Guys,
Need some feedback here. I've got my lower unit and pump housing dismantled and am about to finally order the new o-rings, seals and impeller but I'm a bit confused on a particular set of seals.
In the attached schematic, I have circled in grey (sorry, tried to use red but it wouldn't do it) parts 63 and 64. The look like free standing parts but they did not come off of the impeller housing. Are they the two seals and (maybe?) the sleeve seemingly appearing inside the Swivel Housing (pic attached)? Part #63 looks to have a split in it but there is no such split inside the swivel housing.
Also, in looking at the bottom of the impeller housing (see pic), the outer surface looks worn like it's been rubbing metal against metal inside the swivel housing but not sure. Has anyone replaced those particular seals? Is that a removable sleeve?
Thanks.
