Scott,

For hard steering symptoms you should first check and adjust the Trim
Tab. If it is steering hard in both directions the recommended
procedure is to adjust the trim tab all the way to the port side first
(as viewed from behind the boat). Then make adjustments to the
Starboard as needed. If steering becomes more difficult in one
direction vs the other. Move the trim tab in the same direction as the
harder steering resistance.

Also, since you have an older unit, you should be aware that OMC
introduced P/N 312253 die-cast trim tab. (This was around the time
(1967) of the 5-bolt cap drives a trim tab with an elongated
adjustment slot and a 3-3/16 exhaust outlet width.) The longer slot is
about 1.5" long. Also there are numeric calibration marks for handy
indexing your trim tabs' position.

Be sure and check the lubrication of the steering helm. There should
be a plastic washer under the steering wheel that should be well
lubricated.
