I finally got the last bolt out of the quadrant gear. Used a titanium drill bit set and just hollowed out the top non-threaded section. I lowered the drive and low and behold the prop isn't spinning in neutral anymore. Well, a slight movement on occassion but nothing like it was when the drive was raised. Just wanted to post an update for anyone else who may come across the same thing and be unsure about it like myself.

Subject: [OMC-Boats] Prop spinning in Nuetral?
Took a next step to make sure the engine runs. Started her up with the drive up, someone said this was ok as long as the boat is in nuetral. Oddly enough the prop is spinning while in neutral. Shouldn't the prop be at a stand still during neutral?
