I'm not too sure but I think, you think you have a lift problem? You have replaced the motor? And are awaiting arrival of the UP or Down Relay (aka solenoid)?
May I politely suggest that you might try a be a wee bit more descriptive in your quest for help? We can be very helpful, but you communications could be slightly more detailed?

    How are you getting water to the engine in your tests? And when you
    say water pump are you talking about the one on the engine or the one
    in the outdrive?

    We found that when we ran a garden hose to the outdrive (stuck into
    the round opening in bottom of outdrive foot, fits perfectly w/ no
    ears needed) the pressure overcompensated for a bad impeller housing.
    So it would run cool on a hose but could not pick up enough of its
    own water. We diagnosed this by running it in a big tub of water
    rather than w/ the pressure of the hose.
