Make sure you have the right prop part number. Don't use a tapered hub prop on the 67-newer 5-bolt cap lower units.
Those early props are 14.25 dia instead of 14.00" refer to the link I sent earlier of a complete listing of OMC prop part numbers.

I think the prop should slide easily over the shaft with no binding therefore the purpose of the shear pin. Thats the way mine are and I have used several props on the 69 Rogue 210. There is a thrust washer between prop and shear pin (Part # 310594) - not absolutely necessary for use but you should have one on there eventually. The thrust washer is brass I think.
Nice pictures of your Explorer - the hull is similar to the Rogue. Look on the shaft or prop for a burr or paint or glue or something - something doesn't sound right with the fit. I use a little grease on the shaft just to
combat corrosion but thats my own preference. TK
