Not sure if you got my last message on this, but it looks like you have an electrical problem, either the selonoid or the tilt motor.
When you took off the Quadrant gear did the little gear move either direction (counter clockwise or clockwise when you press the switch up or down? If it did not move at all I would suspect the tilt motor
At this point I would:
1. Make sure you have a good charge on your battery, I have seen clicking solenoids but no motor movement with a weak battery. i.e. enough juice to engauge the relay but not enough amps to turn the motor. hook up some jumper cables and try again.
2. Make sure you do not have any corrosion on your electrical connections, grounds are good and you don't have any cracked insulation creating a short. I would start at the tilt motor, port side in the engine compartment on the transom (about the size and shape of a soda can) there should be the Blue and Green wires I talked about earlier. pull that connection apart and check it and do the multimeter/test light check on the side connected to the solenoids (on top of the outdrive inside the engine bay). If you get voltage on both of those wires (one of the wires is up and the other is down) then the problem is likely the motor.
If you diagnose a motor problem replacing it is not neccesarily hard but it is a pain because of the location and there are a few things to look out for, I did it the hard way, and will happily share my experience so you may avoid some of my pain, I'm sure someone here may know the actual right way to do it so it will be even easier for you.
Hopefully, you have an electrical connection problem and it will not come to that.

To answer you origional question, assuming the 70 still has the cable steering system like my 69, NO the steering does not need to be centered (although like lee I usually do) and is a different issue than the tilt,
Steering: Lee is right on (as usual) check to see if you have slipped a pulley. If you have, you likely have stripped away some of the vynil covering, dont be like me and try to reuse the cable....just restring it with new the first time. Take your time and think it through so that you get it centered and turning left and right as you would expect. It's not that bad....
TILT: again assuming is like my 69 that ended up having a bad tilt motor, here are a couple tricks to isolate it....There are 2 wires (Green and Blue) that go to the tilt motor, pull that connector apart stick a test light or multi-meter on either and a good ground and toggle you switch then check the other direction (the other wire) if that is good then I would suspect either the motor or something in your tilt clutch pack has gotten in a bind.
Another more "down home" way to check. Remove the quadrant gear from your outdrive, toggle your tilt switch up and down, look to see if the little gear moves, super simple...In my experiences sometimes putting the quadrant gear back on (now in the down position) and try your tilt again this magically healed for me a couple times.....So if this is the case for you, maybe check out te see if you battry is getting weak and that your charging system is up to snuff, again my experience coupled with a weakening and ultimately dead tilt motor.
