The forward shift spring is located on the forward end of the prop shaft in the bullet shaped section of the lower unit. Unfortunately you have to completely disassemble the lower unit to get to it. You might verify the forward shift coil is being activated when the control box is placed in fwd gear. This can be done with a old school current indicator that check for a magnetic field. Place the current indicator next to the drive unit on the bullet area, turn the key on and put in forward gear. The indicator will show a magnetic field if the magnet is energized. You should also check the gear lube. If the shift spring has been slipping you will have fine metal partials in the oil. Unfortunately there aren't many part available for the first series (62-67) electric shift out drives. Good luck. I can send a picture of a current indicator if it will help.
