Sounds like an outdrive trim problem. If the outdrive is not trimmed right,
the drive wants to lift the bow up or push the bow down until it falls or
bounces back, then it does it all over again. I believe they call this
"porpoising." Porpoising increases friction, which makes the boat slower.
Correcting the trim for high speed planing (I'm not sure how this could be
done on your boat) should stop the porpoising and increase the speed.
